Auto assembly plant in Michigan gets primary service at 24.9kV but I don't see any primary voltage discount on their DTE bills. They own and maintain all transformation equipment on-site. Shouldn't they get a credit for receiving power at primary voltage?

Christine, not all utilities offer primary voltage discounts, and some only apply it to specific rate schedules. DTE's industrial rates might already have the primary service built into the base rates. Check the tariff language carefully - sometimes it's called a "delivery voltage adjustment" instead of a discount.
Good point Pete. Looking at DTE's Schedule D-6 tariff now and I see references to "applicable delivery voltage factors" but it's not clear how they're applied. The bills just show total charges without breakdown. Might need to request detailed bill calculation from DTE.
