Small office building - shared meter complications

Two-story office building with 6 small tenants on shared electric meter. Landlord hired me to audit the account but I'm finding the rate structure doesn't match the actual usage. Building operates more like residential than commercial - no big equipment, mostly computers and lights. DTE has them on primary commercial rate but usage suggests they might qualify for secondary. Problem is getting tenant cooperation for load surveys.
Shared meter situations are always tricky for load analysis. Can you get cooperation from the landlord to schedule after-hours building access? Most small office tenants won't stick around for utility surveys but you can usually get good data evenings or weekends when building is empty vs occupied.
Good suggestion. Landlord is cooperative since he pays the bill and passes costs through to tenants. Going to set up monitoring equipment next week during off hours to establish baseline, then compare to normal business day usage.
