Day care center on residential rate - utility won't budge

Found a daycare center that's been on residential rate for 6 years. Bill averages $2,100/month. Utility says since it's in a converted house, they can stay residential. This doesn't seem right - it's clearly commercial use. Anyone fought this before?
Had same issue with a home-based preschool. Check your state's public utility commission rules on rate classification. Commercial use usually trumps building type. File a complaint if utility won't reconsider.
What utility? Some have specific rules about home-based businesses staying residential up to certain usage thresholds. But 2100/month sounds way over any reasonable limit.
It's Georgia Power. Reading through their tariffs now. Dean's right - looks like they have a 2,000 kWh monthly threshold for home businesses.
Georgia Power is usually reasonable once you show them their own rules. Document the usage history and file a rate classification review. Should be straightforward.
