Worth doing as a package deal or should I cherry pick the larger ones? APS has been pretty consistent with their billing lately.

I'd take the whole package Omar. Volume game with small commercial - even small refunds add up. Plus you might find systematic issues across multiple units. Did something similar with a franchise owner in Texas, found rate classification errors on 8 out of 15 locations.
Agree with Cindy. Strip malls are great because utilities sometimes use wrong rate schedules across similar businesses. Check if any restaurants are on general service instead of restaurant rates, or if the offices got lumped into retail classifications.
Good points both. The owner mentioned a couple units have really high bills relative to their size. That's usually a red flag for wrong rate class or phantom demand charges. I'll propose a flat fee for the whole mall.
