Lighting tariff confusion

Anyone else seeing utilities incorrectly applying lighting tariffs to small commercial accounts? I've got a retail client with exterior signage that's being billed under general service instead of the dedicated lighting rate. Duke Energy says it doesn't qualify but I think they're wrong.
Aaron, this happens all the time. The key is proving the lighting is "decorative" or "advertising" rather than "security." Duke has specific definitions in their tariff book. Pull the actual tariff language and compare it to the client's setup.
