Seasonal ice cream shop - rate options?

Client runs an ice cream shop that's only open April through October. Georgia Power has them on standard small commercial but bills stay pretty high even during closed months due to freezer equipment. Anyone know if GP has seasonal business rates or if there's a better option for this type of operation?
