I've been targeting small commercial accounts with monthly bills of $1,800+ but wondering if I should raise that threshold. Getting burned on a few accounts where the errors were real but the refunds barely covered my time. What's everyone else using as their minimum?

I won't touch anything under $2,500/month unless it's part of a portfolio deal. Too much work for small payouts, especially when you factor in the back-and-forth with utilities on small commercial accounts.
Depends on the utility and account type. If it's a restaurant or retail space that might have rate class issues, I'll go as low as $1,500. Found a pizza place on residential rates last month - $900/month bill but recovered $14K over 3 years.
$2,000 is my floor for standalone accounts. Below that, the juice isn't worth the squeeze unless you're doing volume deals with franchise owners or strip mall landlords.
