FPL demanding engineering study for tariff dispute

Client in Miami has been on wrong rate schedule with FPL for 2 years - should be GSLD-1 instead of GSD-1. Potential savings of $1,800/month going forward. But FPL is demanding a $8,000 engineering study before they'll consider the change. This seems excessive for a simple rate classification issue.
FPL requires engineering studies for any rate changes involving demand over 500kW. It's in their tariff unfortunately. Sometimes you can negotiate a payment plan for the study cost if the savings justify it. What's the client's peak demand?
Peak is around 800kW so that explains the study requirement. At $1,800/month savings it would pay for itself in 5 months. Client is willing to pay for the study if FPL will also apply the rate change retroactively.
Get that retroactive agreement in writing before paying for the study! FPL sometimes "forgets" these side deals once they have your money. I learned that the hard way.
