AEP Ohio is brutal. Had similar experience last year. Went straight to PUCO with everything documented. They ordered AEP to reopen the case and I got full recovery plus interest. Don't waste more time with internal appeals.
What was their rejection reason? If they're claiming no tariff violation, make sure you have the exact rate schedule language. AEP tries to wiggle out on technicalities but PUCO sees through their games.
They're saying the customer was properly billed under Schedule GS-2 when they should have been on Schedule GS-1 based on demand history. Have 30 months of data showing demand never exceeded 50kW. Seems pretty clear-cut to me.
