Georgia Power offered to settle a $45K demand billing dispute for $27K. The error is clear-cut from 2013-2014 - they applied industrial rates to a commercial account. Part of me thinks I should hold out for the full amount. Thoughts?

If the error is that clear-cut, I'd push for more. 60% feels low for a billing classification error. Have you shown them the specific tariff language? Sometimes they settle low hoping you'll take it.
Depends on how strong your documentation is and how much fight your client has left. Going to the PSC adds months and legal costs. If your client needs the cash now, 60% isn't terrible.
Documentation is rock solid - have all the tariff pages and billing history. Client is willing to wait if it means getting full amount. Think I'll counter at 85% and see where it goes.
Update: Countered at 85% and they came back at 75%. Accepted it - $33,750 refund. Sometimes negotiation works better than fighting to the bitter end.
