ConEd is asking for meter records going back to 2017 for a dispute that only covers 2022-2023. The billing error is clear from the tariff - they billed TOU rates during off-peak hours. Why do they need 7 years of data for a $28K claim?

Classic ConEd stall tactic. They're fishing to see if there were other periods where they might owe money, or looking for something to offset your claim. Stick to the dispute period and push back hard.
I'd give them exactly what they need for the dispute period and nothing more. Tell them if they want to audit other years, that's a separate matter. Don't let them muddy the waters.
Rodney and Dolores are spot on. This is a delay tactic, plain and simple. Provide only what's relevant to your claim period and set a deadline for their response. If they don't move forward, PSC complaint time.
