FPL escalation paths - best practices?

Working on a $12K lighting rebate dispute with Florida Power & Light. Customer service is useless, supervisor wasn't much better. What's the next step up their chain before going to the PSC?
Try their Business Customer Solutions group. They handle larger commercial disputes and actually have some authority to make decisions. Much better than regular customer service.
If Business Solutions doesn't work, ask for Regulatory Affairs. That's usually the last stop before PSC involvement and they know it.
