Carol, they were on Rate 6L (Large General Service) but should have been on Rate 6ML (Manufacturing). The manufacturing rate has much better demand charge structure for their load profile. $52k right there.
What about the multipliers Pat? CT or VT issues?
Lois, CT ratio was programmed as 400:5 but actual ratio was 600:5. Been under-billing them for 18 months before they caught it, then OVER-billing for the next 18 months as "correction." Total mess.
