ComEd TOU variants not being applied correctly

Gene A. from Aurora, IL. Working with a client who requested ComEd's Schedule TOU-GSD-A rate but they keep billing them on the standard GSD rate. Customer has excellent load shifting capability and the TOU rate would save them about $1,200/month. I've called three times and they keep saying it's "in process" but nothing changes. The request was submitted 4 months ago. Anyone else having issues with ComEd TOU enrollments?
Margaret C. in Indianapolis. I've had similar delays with ComEd TOU enrollments. The trick is getting to their Key Account Management team instead of regular customer service. Also make sure the customer signed the TOU election form - they won't process without it. Sometimes they lose the paperwork and don't tell you. Try calling the business customer line at 877-426-6331 and ask for TOU enrollment status.
Tina B. from Grand Rapids. Not ComEd but similar issue with Consumers Energy last year. Finally got resolution by filing a formal complaint with the PSC. Sometimes that's what it takes to get their attention. Four months is ridiculous for a simple rate change.
Randy here. Gene, in addition to Margaret's advice, I'd recommend documenting all your calls with dates, times, and who you spoke with. If ComEd continues to delay, you can file with the Illinois Commerce Commission. TOU enrollment should take 2 billing cycles maximum once properly submitted. Also verify they have the correct meter type - some older meters can't handle TOU billing and need to be upgraded first. That could be causing the delay.
Update - Margaret was right about the Key Account team! Got through to them yesterday and found out the issue was a missing signature on page 2 of the TOU form. They're processing it now and said it should be active next month. Thanks everyone for the help. Will push for retroactive billing adjustment to the original request date.
Great news Gene! Glad that worked out. Always worth asking for the retroactive adjustment - ComEd has been pretty reasonable about that when the delay was on their end.
Final update - got the retroactive adjustment approved! ComEd credited back to the original request date, saved the client about $4,800. Thanks again everyone, this forum is invaluable.
