Thanks Randy! I did check power factor - they were at 0.94 so no issues there. The demand ratchet was actually working in their favor during summer months. The big win was definitely that rate classification. Funny thing is, their CFO told me they'd been complaining about high electric bills for over a year but never thought to question the rate schedule itself.
