Time-of-use periods - when exactly does peak start for AEP Ohio?

Quick question about AEP Ohio Schedule TOU-GS. The tariff says peak hours are 1:00 PM to 6:00 PM Monday through Friday, but does that mean 1:00:00 PM sharp or does the 1:00 PM hour count as shoulder? I have a customer with significant load at exactly 1:00 PM and need to know which rate applies. - Jim L.
Jim, in my experience with AEP Kentucky, the peak period starts at the beginning of the stated hour. So 1:00 PM means 1:00:00 PM. But I'd call AEP Ohio customer service to confirm because utilities sometimes have different interpretations. - Oz F.
