Finding historical tariff data for rate case testimony

Gail R. from Albany NY. I'm working on testimony for a National Grid rate case and need to track their Schedule SC-2 small commercial rates going back to 2008. The current PSC website only has tariffs back to 2010, and I need to show the progression of both energy charges and customer charges over the 4-year period leading up to the previous rate case. Anyone know where to find archived tariff books from New York utilities? I've tried the PSC library but their online archive is incomplete.

In Virginia, Dominion Power has been helpful providing historical rate data for regulatory proceedings. Janet, even rate summaries would be helpful to fill in gaps. I did contact National Grid and they want $150 for research fees plus copying costs. Might be worth it if I can't find the data elsewhere. The key issue is showing how customer charges increased relative to energy charges over that period.
