New to voltage discounts. Have SCE customer in Riverside with 12kV service. Tariff mentions TOU-8 schedule has voltage discounts but the language is confusing. Does 12kV qualify as "high voltage" for SCE purposes? What documentation do I need?

Anyone? This seems like a straightforward question but I'm not getting responses. Maybe I'm missing something obvious here.
When I'm evaluating primary metering for a client, I model the 5-year NPV. Below $800k annual spend it rarely pencils out unless the transformation losses are unusually high.
