Client in Daytona Beach has what looks like transmission level service from FPL. Service is 69kV. Should this qualify for transmission voltage discount? FPL tariff shows discounts for primary but doesn't specifically mention transmission level.

Florida Power & Light transmission level service
Transmission level (69kV and above typically) should get the highest voltage discount. At FPL that's usually the GSDT schedule. The discount can be 15% or more depending on exact voltage. Definitely worth pursuing.
I've seen 69kV service classified as sub-transmission by some utilities. Check FPL's voltage definitions in their tariff. Either way, should get significant discount compared to distribution voltage customers.
