Virginia solar net metering 20-year term expiring - what happens next?

Client in Staunton has 200kW solar system installed in 2004 under Dominion Energy's original net metering program. 20-year agreement expires this year. Dominion says they'll switch to "avoided cost" compensation instead of retail rate credits. That's a huge financial hit - from $0.12/kWh to $0.03/kWh. Anyone dealt with net metering contract expiration?
Alice - most early adopter net metering contracts are expiring now. Virginia passed new legislation allowing contract renewals under certain conditions. Check SB 629 from 2023 session. Your client might be able to extend under grandfathered terms.
