Scope creep nightmare with NJ Transit Authority contract

Signed what I thought was a straightforward PSE&G audit for NJ Transit. Contract said "electric utility bills" but now they want me to review their natural gas, water, and telecom too. Client says it's all "utilities" so it should be included. My agreement doesn't specify electric only. Anyone dealt with this?
Been there! Always specify "electric utility services only" or list each utility type separately. I learned this the hard way with Arizona Public Service. Had to renegotiate mid-project.
Tony, you need an amendment. Don't do work outside your scope even if they pressure you. I charge 50% more for gas audits than electric because the tariffs are more complex.
My standard language: "Services limited to electric utility bill analysis for accounts served by [utility name] at locations listed in Exhibit A." Saves headaches later.
Scope definition is critical in utility auditing. The phrase "utility bills" without qualification can include electricity, gas, water, sewer, telecom, waste management, and more. Always be specific about what you will and will not review.
