Tennessee backbill limits - TVA vs investor-owned

Client in Memphis served by MLGW (TVA power). Got backbilled 4 years for CT error totaling $67,000. Do federal TVA rules apply or Tennessee PUC regulations?

TVA territory follows federal rules which are generally more generous to utilities. But most TVA distributors have adopted 24-month caps voluntarily.

Memphis Light Gas & Water usually caps at 36 months even though they could go longer. File a complaint - they're reasonable on meter errors.
