PG&E interval data reveals weekend demand charges on closed facility

Bakersfield warehouse client completely shuts down weekends. PG&E Schedule A-10 billing shows 340kW demand charges every Saturday/Sunday. Interval data confirms building uses maybe 15kW for security lighting. What gives?
PG&E uses rolling 12-month demand window. Even if weekend usage is low, they bill highest demand from past 12 months during weekday operations. Check tariff Schedule A-10 section 3.
Actually that doesn't sound right. A-10 should only charge demand for actual measured intervals. Get the complete interval dataset and verify weekend readings. Might be estimated bills or meter error.
We found similar issue with Dominion Virginia Power. Turns out the building had an old transformer that was drawing reactive power even when facility was idle. 300kW "ghost load" from poor power factor. Installing capacitors fixed it.
