University of Medicine and Dentistry - PSE&G rate schedule nightmare

Working on UMDNJ in Newark. They're on PSE&G's Large General Service rate but should qualify for Educational Institution rate EI. The difference is huge - demand charges drop from $18.50/kW to $11.25/kW. Problem is PSE&G says they need state certification that it's a public educational facility. Anyone dealt with this before?
I had this exact issue with VCU in Richmond on Dominion Energy. Virginia has a specific form - Application for Educational Rate Classification. Once approved, we got 18 months of retroactive billing adjustments. Total recovery was $127,000.
New Jersey should have similar process. Check with Board of Public Utilities. The key is proving it's a state-supported institution primarily engaged in education. Medical schools usually qualify easy.
Tony, did you check if UMDNJ filed the original application when they first got service? Sometimes utilities just never processed the paperwork properly.
