Chemical plant in Charlottesville owns their step-down transformers but Dominion Energy Virginia keeps charging transformer rental fees. Tariff says customer-owned equipment exempt from rental charges. How do I get this fixed?

Never mind - found the issue. Plant was initially on utility-owned transformers when service started in 1995. When they installed own transformers in 2008, nobody notified Dominion to update billing system. Filing corrected service application now.
