Steel mill in Corpus Christi getting hit with transmission charges that seem wrong. AEP Texas billing them as secondary voltage but plant receives power at 138kV. Transmission rate should be much lower for primary service. Anyone know the tariff details?

Check the metering arrangement. If they have customer-owned transformation from 138kV down to plant voltage, they should qualify for primary rate classification. Could be significant savings on transmission costs.
Just finished similar case in California. PG&E was misclassifying petrochemical plant. Filed formal complaint with CPUC. Refund was $180,000 over two years. Get an engineer to verify the voltage classification.
