APS solar credit dispute - net metering calculation error

Client in Mesa has a 200kW rooftop solar system with APS net metering. Their July bill shows they exported 45,000 kWh but only got credited for 32,000 kWh. APS claims some exports happened during "off-peak" periods with lower credit rates. But the tariff says net metering credits at retail rate regardless of time. Anyone dealt with similar solar credit disputes?
APS has been playing games with solar credits since the rate structure changed in 2017. Check if your client is on the old EPP-6 schedule or the newer EPP-7. The crediting rules are different between them.
Had the same issue in Tempe last year. APS was applying time-of-use rates to exported solar but not to consumed energy. That's discriminatory treatment. File a complaint with Arizona Corporation Commission citing unequal rate application.
Client is on EPP-6 which should credit at full retail rate. APS keeps saying their new billing system "automatically applies TOU rates to all transactions" but that contradicts the tariff language for net metering customers.
Document the specific tariff sections that guarantee full retail rate credits. APS usually backs down when you cite the exact tariff language and threaten ACC involvement. Their billing system errors aren't the customer's problem.
Filed ACC complaint with tariff citations and billing analysis. APS agreed to credit the difference ($2,800) and fix their billing system to properly handle EPP-6 net metering. Sometimes you just need regulatory pressure to get their attention.
