FirstEnergy billing error - double-billed for same period

Manufacturer in Akron got two bills for August - one estimated for $18,400 and another "actual" reading for $22,100. FirstEnergy says both are valid but that makes no sense. Client's usage was normal. Anyone seen this type of double-billing error before?
Happened to us in Tampa with TECO. Turned out they read the meter twice - once early in the billing cycle for an "estimate" then again at normal cycle end. The second reading should have canceled the first. Check the bill dates and meter reading sequences.
That was exactly it! The estimated bill was from an early read on August 15th, then the actual read on August 31st covered some overlapping days. FirstEnergy reversed the estimated bill once I pointed out the date overlap. $18,400 credit issued.
