Client in Rapid City got charged $4,800 for a gas leak repair on their service line. Black Hills says it's customer responsibility but the leak was 3 feet from the meter on what looks like utility-owned pipe. South Dakota rules on service line responsibility are confusing. Anyone dealt with similar disputes?

Black Hills Energy gas leak charge - who's responsible?
Check where exactly the leak occurred relative to the meter. In most states, utility owns up to the outlet side of the meter. If it's between the main and meter, that's usually utility responsibility. Get them to mark the property line vs utility easement boundaries.
