Eversource demand charge dispute - interval data missing

Client in Hartford is disputing $8,900 in demand charges from June. Problem is Eversource says their interval data recorder malfunctioned that month and they're using "estimated" peaks. Client's internal monitoring shows their actual peak was 40% lower. Anyone know how to challenge estimated billing when the utility's equipment failed?
Connecticut has specific rules about estimated billing in PURA Docket 05-10-03RE02. If their equipment failed, they're supposed to use comparable usage patterns from previous months. Push for that instead of their inflated estimates.
Get your client's power quality data from their electrical contractor if they have it. Independent monitoring data usually carries weight in these disputes. Eversource can't just make up numbers when their equipment breaks.
