Harriet - I had similar issue in Utah with Rocky Mountain Power. Turned out the customer's account number on the enrollment form was wrong by one digit. REP was billing a ghost account while utility kept customer on default rates. Check account numbers first.
Steve's advice is good but Virginia has additional complications. Dominion requires specific EDI transaction codes for enrollment that many small REPs don't handle correctly. File complaint with Virginia SCC using form CC-1440. Usually gets resolved faster than working through the suppliers.
