Puget Sound Energy client in Spokane Valley being charged transmission upgrade surcharge of $847/month. This started in January 2020 but I can't find any WUTC approval for new transmission charges on Schedule 40 (Large Power). Anyone familiar with PSE surcharges?

PSE transmission upgrade surcharge dispute
Greg - PSE does have transmission cost recovery mechanisms but they need WUTC approval. Check Docket UE-191024. If there's no approved tariff, it's probably an error.
Similar issue with Avista last year. Turned out to be a billing system glitch that charged transmission upgrades to the wrong rate class. Recovery was $8,400.
Filed complaint with WUTC. PSE admitted the charge was applied incorrectly. Getting full refund plus interest. Total recovery $9,800.
Nice work Greg! These transmission upgrade charges are tricky. Always verify they're properly approved and applied to the right customers.
