CPS Energy San Antonio - Regulatory Charge confusion

Client in Corpus Christi got transferred to CPS Energy territory. New bill shows "Regulatory Charge" of $127.50/month on top of demand charges. Can't find this in the published tariffs. Is this legit?

That sounds like Texas PUCT assessment fee. Should be based on gross receipts, not a flat monthly charge. I'd challenge that immediately.
