Mesa industrial client put up security fence around their facility. APS meter is now inside the locked perimeter. APS wants customer to install a separate meter enclosure outside the fence at customer expense ($2,400). Customer says the meter was accessible when they connected - why should they pay to relocate it?

APS meter behind locked fence - who pays for access?
SRP has similar requirements. If customer changes create access issues, customer pays for solutions. The tariff probably has language about maintaining meter access.
SDG&E requires 24/7 meter access per Schedule A. If customer blocks access, they're responsible for restoration costs. Check APS Schedule 1 for similar language.
APS Schedule 1 says "Customer shall provide safe and reasonable access to meters." Lawyer says this supports APS position. But $2,400 seems excessive for a simple fence gate.
Idaho Power charged us $850 for a meter gate with lock. APS quote seems high. Get competing bids from electrical contractors.
Most tariffs require customers to maintain meter access as it existed at connection. Changes that restrict access are customer responsibility. Shop around for installation costs but the principle is sound.
