Had a similar case in Jackson with Pearl River flooding. Entergy installed a meter pedestal 8 feet high. Cost about $3,200 but solved the problem. Worth it to avoid constant estimates and billing spikes.
AEP Texas uses waterproof meter enclosures in flood zones near Corpus Christi. They're rated for 6 feet of water submersion. Might be cheaper than relocating.
The key is getting the utility to recognize this as a chronic problem requiring permanent solution. Repeated estimates and catch-ups aren't fair to the customer or efficient for the utility.
