Central Maine Power meter on a Augusta warehouse froze up in January. LCD display went blank in sub-zero weather. CMP estimated for 3 months. When it thawed out in April, they got 3 months of actual usage at once. $12,000 catch-up bill. Is this considered equipment failure or act of God?

CMP meter froze in Maine winter
APS meters in Phoenix handle 120°F summers. A meter that can't handle Maine winter seems like design defect. Cold weather isn't unusual in Maine - meters should be rated for local climate conditions.
That's exactly what I told CMP. They said "extreme weather" but it was only -15°F. Not exactly arctic conditions for Maine. Customer is disputing the catch-up billing.
