Eversource estimated due to aggressive dog - legal question

Hartford office building owner got a German Shepherd that scared the Eversource meter reader. They've been estimating for 6 months. Customer refuses to restrain the dog during meter reading days. Eversource wants to install a remote meter at customer expense ($1,800). Who's responsible here?
In South Carolina, Dominion can charge for meter relocations due to customer-created access issues. If the dog is preventing safe access, that's on the customer. $1,800 seems reasonable for AMR installation.
Otter Tail Power had a similar case. Customer with vicious dogs. Utility installed a meter pedestal outside the fence at customer expense. It's a safety issue - utility workers shouldn't have to risk getting bitten.
Customer is being stubborn about it. Says the dog is friendly and the meter reader is overreacting. But Eversource has photos of the dog charging the fence. I think they're within their rights to demand safe access.
