Corpus Christi industrial client had a padlocked gate installed in 2009. CenterPoint couldn't access the meter and estimated for 18 months! Client never got notices about access issues. Finally got a $47,000 true-up bill. What's the utility's obligation to notify customers about access problems?

MLGW requires written notice to customer within 30 days if they can't access a meter. They have to attempt contact and arrange access. 18 months is ridiculous - CenterPoint should have tagged the gate or called.
Exactly what I thought. Client says they never got any notices. I'm filing a complaint with the Texas PUC. This seems like utility negligence to me.
