New to utility auditing and working on my first commercial client in Topeka. Evergy Kansas has an "Environmental Cost Recovery" charge that's $0.0089/kWh. The tariff mentions it recovers costs for environmental compliance but doesn't give specifics. What kind of costs does this typically cover?
