New to utility auditing and working on my first commercial client in Topeka. Evergy Kansas has an "Environmental Cost Recovery" charge that's $0.0089/kWh. The tariff mentions it recovers costs for environmental compliance but doesn't give specifics. What kind of costs does this typically cover?
Did some research and found it covers things like scrubber installations, coal ash disposal, and renewable energy mandates. Still seems high compared to other states I've looked at.
