Duke Energy Carolinas - found weird "transition charge" on tariff

Looking at Duke Energy's Schedule SGS in North Carolina and there's a "Transition Charge" of $0.00123/kWh that I've never seen before. Anyone know what this is for? It's adding about $400/month to my client's bill.
Never mind - found it buried in the general provisions. It's related to stranded costs from deregulation that never happened in NC. Looks like it's been there since 2001.
