Client in Minneapolis currently on Xcel's Schedule A-16 (>1000kW demand). Looking at their usage, they might qualify for A-15 (<1000kW) which has lower demand charges. How do I verify the qualification criteria?

Check their 12-month peak demand history. If they haven't exceeded 1000kW in any month for the past year, they can request a rate schedule change. Xcel usually requires a 12-month lookback period.
Be careful - some Xcel territories have a "ratchet" provision where once you hit the higher schedule, you're stuck for a minimum period. Check Section 6 of their general terms.
Also look at their minimum bill provisions. Sometimes the savings on demand charges get offset by higher energy rates or facility charges on the lower schedule. Run the numbers both ways.
