Virginia government exemption - Dominion not recognizing county facility

Working with Norfolk County on their water treatment plant. Dominion Energy has been charging Virginia sales tax (5.3%) on their electric service. County says they filed government exemption years ago but Dominion claims they never received it.
Government exemptions in Virginia require Form ST-12. Has to be signed by authorized county official. Dominion is pretty good about honoring these once properly filed.
Same issue with Richmond city facilities. Dominion's records get mixed up sometimes. Re-file the ST-12 with tracking and copy the account rep.
Re-filed Form ST-12 with certified mail. Also sent copy to Dominion's tax department in Richmond. Waiting for response.
Any update? Norfolk should definitely qualify. Virginia Code 58.1-609.3 is pretty clear on government exemptions.
Government exemptions require persistence. Utilities sometimes lose paperwork or have staff turnover. Keep copies of all filings and escalate to state tax authorities if needed.
