Worth flagging: if you're using interval data to argue a single-spike ratchet relief, the utility will counter with 'all metered demand counts equally.' The angle that has worked for me is showing the customer's CONTRIBUTION to system peak (coincident peak), not their account peak. If the spike happened off-peak system-wide, you have a stronger argument under cost-of-service principles.
