Quick correction on the earlier post — the FERC hours-used impossibility test only applies to FERC-jurisdictional accounts (interstate). For state-regulated retail, you'd be looking at the state PUC's metering accuracy standard, which varies. NY is +/- 2%, TX is +/- 1%, CA is +/- 2.5%. The 1% number cited above is the FERC threshold.
